Erik Neugaard has 14 years of experience in environmental science, planning, documentation, permitting, mitigation, and project management; plus 6 additional years of experience as a Master SCUBA Instructor and yacht captain. He is currently the Lead Environmental Scientist/Planner for Reynolds, Smith and Hills, Inc. South Florida Region, and was previously a FDOT Environmental Project Manager and a Hydrogeologist II with the Miami-Dade DERM. He has specialized NEPA experience in Endangered Species Biological Assessments, Essential Fish Habitat Assessments, Wetland Evaluations, Environmental Justice/Community Impact/Sociocultural Effects Evaluations, Cultural Resource Assessments, Section 4(f) Evaluations, Noise Studies, Air Quality Studies, and Contamination Screening Evaluations. He has worked on EIS, EA, DRI, and other planning studies; conducted listed species, ERP, CCCL, and USCG permitting; designed and monitored mitigation projects; conducted pollutant storage system inspections and permitting; and managed contamination assessment and remediation projects.

Lynette Cardoch is a scientist with MWH Americas, Inc. with emphasis on water quality, coastal sustainability, environmental restoration and coastal policy. Previously, Lynette was a research scientist with the Environmental Protection Agency in North Carolina. Her research focused on nitrogen in the Neuse River Basin. More broadly, her interests lie in the distribution and allocation of water resources, both in terms of quality and quantity, for natural and human environments. Lynette received her PhD. from Louisiana State University (Oceanography and Coastal Sciences). She was a Fulbright Scholar in Barcelona, Spain focusing on ecological economics. Lynette received her M.A. from the Rosenstiel School of Marine and Atmospheric Science, University of Miami (Marine Affairs and Policy) and her B.A. from Harvard-Radcliffe Colleges (Biological Anthropology).

Monica O’Chaney is an Environmental Scientist in the Fort Lauderdale office of E Sciences, Incorporated, a statewide engineering, environmental, and ecological services firm. She has expertise in GIS mapping, environmental resource permitting, and environmental site assessments. She holds a B.A. in Biology from Boston University. Her M.S. research in Biology from Florida International University focused on the interaction between native aposematic insects and exotic and endemic plant species in Florida Scrub, and the use of GIS modeling to estimate protected species occurrence. Ms. O’Chaney has served as an EPA fellow to study the interactions of native species in Florida Scrub habitat. In addition to serving as a member of the Board of Directors with the SFAEP, she also assists Boards of Directors affiliated with the Fairchild Gardens in Miami, Florida, and the Susan G. Komen Breast Cancer Foundation in Ft. Lauderdale and Miami.

Kevin Carter has recently transitioned to the South Florida Water Management District’s Watershed Management Department where he is a Technical Program Specialist – Senior. In his new position, he will serve as the District’s Total Maximum Daily Load (TMDL) Coordinator across all sixteen counties. Previously, he worked at the Broward County Environmental Protection Department for thirteen and half years where he focused on surface water quality projects and programs such as TMDLs. Kevin graduated from Nova Southeastern University with a master's degree in marine biology in 1994 and received his B.S. in Agriculture from Ohio State University in 1989.

Anthony Clemente is a 28-year veteran of water resource management in South Florida who is currently PBS&J’s South Florida District Manager. He has served on the national board of NAEP and was one of the founders of SFAEP. Prior to joining PBS&J, Mr. Clemente served as the Director of the Miami-Dade Water and Sewer Department. In 1997, he was featured on the cover and profiled in Engineering News-Record for innovative leadership in the operation of the utility. Mr. Clemente has been a CEP for over 15 years. During his most recent tenure, Mr. Clemente has served as a Board Member of SFAEP since 2001.

Sherry Negahban is the Environmental, Health, and Safety Manager for the Miami-Dade Water and Sewer Department. In this capacity Sherry is responsible for the safety of over 2,500 employees and the compliance to environmental requirements governing hazardous waste, environmental clean-up, storage tank upgrade program, and asbestos management. She was involved in developing and implementing a sludge management program for her department. A University of Miami graduate, Sherry holds architectural and civil engineering degrees and is a registered professional engineer. She is also a certified hazardous waste manager and holds a Master's degree in Business Administration from Nova Southeastern University.

Sara Cotton Neugaard is an Environmental Scientist with Scheda Ecological Associates, Inc., a full spectrum environmental consulting firm. She is currently working on several CERP and Acceler8 projects including wetland characterization and biological site assessments for water storage potential. In addition, she is involved in permitting, mitigation, and monitoring in south Florida. Before joining Scheda, Sara worked as an environmental scientist with RS&H, focusing primarily on PD&E studies. Prior to entering into the environmental consulting field, Sara conducted research in the Ocean Chemistry Division at NOAA’s Atlantic Oceanographic and Meteorological Laboratory. Her work focused on coastal microbial contaminants, development of methods for remotely extracting DNA for the monitoring of red tide (K. brevis) and on the air sea exchange of trace atmospheric halocarbon compounds. Sara received her master’s degree from the Rosenstiel School of Marine and Atmospheric Science, University of Miami in 2002 and her B.S. from the State University of New York at Stony Brook in 1995.

Diana Rodriguez is an Environmental Scientist with TY Lin International | HJ Ross. She has worked in all of south Florida’s and coastal Louisiana’s diverse habitats applying her knowledge, experience, and expertise from scientific research to environmental wetland impact assessments. Diana received her M.S. from the University of South Carolina where her research focused on plant productivity based on marsh platform elevation relative to local rising sea level in Louisiana, South Carolina, and Massachusetts. Diana spent 3 years in Panama as a Peace Corps volunteer in agroforestry, integrating agricultural skills and techniques into a developing community. Prior to the Peace Corps she worked with the USGS performing tree data collection on islands in Florida Bay. She received her B.A. from Florida International University.

Wendy Sotera is the Natural and Water Resources Program Manager for BEM Systems, Inc.’s Southeast Region and manages the day-to-day operations for their West Palm Beach office. Prior to joining BEM, Wendy was the Southeast Regional Manager for Scheda Ecological Associates, Inc. Wendy has extensive knowledge of water quality, environmental permitting, and wetland assessment protocols.
